Fraud Detection can apply an account-wide usage allowance while preserving more specific user allowances.

Why it matters

• Usage resolution checks a user's configured limit before falling back to the organization's configured limit.
• Teams can manage a shared Fraud Detection baseline without removing supported individual exceptions.
• Organization-level limits affect only accounts with a configured Fraud Detection entitlement.
