Bulk Reject remains available when no Fraud Risk filter is active, restoring the expected Applicant Review action.
Why it matters
- The filter guard treats the full Clear-to-High range as no fraud restriction.
- Recruiters can reject a selected candidate group without first applying a Fraud Risk filter.
