Resilient missing-stage application sync

What changed

Kombo sync now accepts applications whose current stage is missing and skips only the incomplete application.

Why it matters

• A null current stage is treated as a known provider state rather than a schema failure for the entire response.
• Other candidates and applications in the same ATS batch continue syncing into Endorsed.
