What changed
ATS stage changes now tolerate a deleted rejection reason whose name is no longer available.
Why it matters
- A removed provider rejection reason can be represented without a display name instead of breaking response validation.
- Recruiters receive a recoverable stale-reason outcome and can select an active reason.
