More reliable fraud-check queuing

What changed

Department-triggered fraud checks are queued independently from automatic evaluation.

Why it matters

• The application listener decides fraud-check eligibility before the separate evaluation gate and enqueues the check after attachment preparation.
• Eligible applications are still checked when automatic Applicant Review evaluation is not enabled.
• This correction applies only to configured department-based Fraud Detection workflows.
